발리 입국 조건, 발리에서 롬복(길리) 여행, 3차 백신 접종 필수인가? (7월부터 변경된 인도네시아에서 장거리 여행 정책)

동남아 여행이 한 달 안으로 들어오면서 각 국가 별로 입국 정보를 살피던 와중에 지난 7월 중순 즈음부터 인도네시아 내에서 입국한 지역 외부로 장거리로 여행 시에 백신 3차 접종이 필수라는 소식이 업데이트되었다. 사실 꼭 3차를 맞지 않아도 신속항원검사나 PCR 검사를 해서 받은 코로나 음성 증명서를 가지고 인도네시아 내에서 장거리 여행을 갈 수는 있다. 찾아본 정보를 아래에 공유한다.

인도네시아(발리, 자카르타 등) 입국 필요 사항

2차 혹은 3차 접종자는 격리가 없이 바로 입국 후 여행이 가능하다. 영문 백신 접종 증명서로 백신 접종 여부를 확인할 수 있도록 입국 심사 시에 보여주면 된다. 또한 필수로 다운로드 받아야하는 PeduliLindungi 어플을 다운로드하면 된다. 

 

1차 접종자 혹은 미접종자의 경우는 4박 5일 격리가 있는 것은 여전하다. 공항에 도착하자마자 한 번 PCR 검사를 하고 격리 중, 4일차에 또 한 번의 PCR 검사를 해서 음성 판정을 받아야 여행이 가능하다. 

 

 

인도네시아 안에서 장거리 여행 

2022년 7월 17일부터 인도네시아 내에서 장거리 여행 시 3차 접종을 확인한다는 정책이 시행되었다. 이 말인 즉슨, 입국 시에는 2차 접종 이상만 하면 무 격리로 입국은 할 수 있지만, 입국한 지역에서 벗어나 배나 항공을 이용해 인도네시아 내에서 다른 지역으로 이동할 때는 3차 접종자를 제외하고는 미접종자, 1차 접종자, 2차 접종자는 별도의 코로나 음성 증명을 해야 이동 수단을 탑승할 수 있다는 것이다.

 

예를 들자면, 2차 접종자는 발리에 입국해서 발리 내에서 여행을 하고 돌아다니는 것은 문제가 되지 않지만, 많은 사람들이 발리에 가면 들르는 롬복(길리)이나 혹은 자카르타 등 타 도시를 함께 여행할 계획이라면 배나 비행기를 타기 전 72시간 이내에 받은 PCR 음성 증명서 혹은 음성 신속항원 증명서를 지참해야 이동 수단에 탑승이 가능하다. 

 

발리에서 롬복(길리)에 가는 여행을 한번 더 예로 들어보겠다. 발리에서 롬복, 그리고 다시 발리로 돌아오게 될 텐데, 배를 2번 타기 때문에 1차나 2차 백신 접종자는 발리에서 출발하기전에 한번 검사를 받아야 하고, 또 돌아오는 배를 타기 위해 롬복(길리)에서 검사를 받고 배를 타야 하기 때문에 2번 검사를 해야 하는 상황이 생긴다.

인도네시아 Domestic travel 관련 정책 내용(영문)

 

1. Domestic travelers are obligated to comply with the health protocol, namely:
   1. Wearing a 3-ply cloth mask or medical mask that covers the nose, mouth and chin while indoors or when in public.
   2. Changing masks regularly every four hours and dispose of waste masks in the places provided;
   3. Washing hands regularly using water and soap or hand sanitizer, especially after touching objects touched by other people;
   4. Maintain a minimum distance of 1,5 meters from other people and avoid crowds; and
   5. Not having one-way or two-way communication by telephone or in person throughout the trip using public transportation modes of land, rail, sea, river, lake, ferry, and air.
2. Domestic travelers must comply with the following provisions:
   1. Travelers who travel by private or public vehicle is responsible for his/her own health, and is subject to comply with the applicable terms and conditions;
   2. Travelers are required to use the PeduliLindungi application as a condition for traveling domestically.
   3. Domestic travelers traveling by air, sea, land transportation modes using private or public vehicles, crossings, and intercity trains from and to regions throughout Indonesia, must comply with the following provisions:
      1. Domestic travelers who have received the third dose of vaccination (booster) is not required to show a negative result of the RT-PCR test or rapid antigen test;
      2. Domestic travelers who have received only the first dose or the second dose of vaccination are required to show a negative result of the RT-PCR test whose sample is taken within 3 x 24 hours before departure;
      3. Domestic travelers with special health conditions or comorbid diseases that prevent them from receiving vaccinations are exempt from the vaccination requirements, but must show a negative rapid antigen test result whose sample is taken within 1 x 24 hours or a negative RT-PCR test result whose sample is taken within 3 x 24 hours before departure as well as attach doctor's certificate from a Government Hospital stating that the person concerned has not and/or is unable to take part in the COVID-19 vaccination; or
      4. Domestic travelers between 6-17 years old who have received only the first dose of vaccination are required to show a negative rapid antigen test result whose sample is taken within 1 x 24 hours or a negative result of the RT-PCR test whose sample is taken within 3 x 24 hours before departure;
         
         
      5. Domestic travelers between 6-17 year old who come from overseas travel and have not received vaccinations, are excluded from the obligation to show a vaccination card and are required to show a negative rapid antigen test result whose sample is taken within 1 x 24 hours or a negative result of the RT-PCR test whose sample is taken within 3 x 24 hours before departure;
         
      6. Domestic travelers under 6 years of age are exempt from vaccination requirements and are not required to show a negative result of the RT-PCR test or rapid antigen test, but must travel with adult companions who have met the vaccination requirements and passed the COVID-19 test as well as implementing health protocols.
   4. Domestic travelers specifically for routine trips using land transportation modes using private or public vehicles and trains in one urban agglomeration area are excluded from the travel requirements as regulated in letter c.

3. The regulations as referred to in point 3 are excluded for pioneering modes of transportation, including in border areas, underdeveloped areas, and limited shipping.

발리에서 누사페니다 혹은 누사 램봉안 여행 시

발리에서 누사 페니다 그리고 램봉안을 가는 일정을 잡아뒀다. 누사 페니다와 누사 램봉안도 장거리 여행으로 여겨지는 걸까하는 생각이 들었다. 리서치를 해서 찾아본 결과 다행히 발리에서 누사 페니다와 누사 램봉안을 가는 경우는 장거리 여행으로 분류되지 않아서 오고 갈 때 3차 부스터를 맞지 않았더라도 별도의 음성 증명은 할 필요가 없는 것으로 확인이 된다. 물론 2차 접종자 이하도 자유롭게 오고 갈 수 있다.

 

 

발리에서 롬복(길리) 여행 시

발리에 두 달 정도 머무를 계획이여서 롬복(길리)에서 10일 정도 머물 계획을 하고 있다. 나는 3차까지 접종을 한 상태지만, 아내는 2차까지 접종을 한 상태이기에, 발리에서 롬복을 가려면 아내는 꼭 신속항원검사 혹은 PCR 검사를 해서 음성을 증명할 수 있는 증명서를 가지고 배에 탑승해야 한다. 롬복(길리)에서 돌아올 때도 배를 타기 전 검사를 받고 음성 증명서를 가지고 돌아와야 한다.

 

나와 아내는 발리에 오래 있기 때문에 일정이 충분해서 걱정이 되지는 않지만, 3차 접종자가 아니면서 여행 일정이 짧다면 발리에서 롬복을 다녀오기에는 검사를 받는 시간 등이 있기 때문에 일정 고려를 잘해야 할 듯하다.

 

마무리

결론은 2차 접종 이상 관광객이고, 발리에 입국해서 발리만 구경하고 나온다면(누사 페니다, 누사 램 봉안 포함) 3차 접종이 아니더라도 전혀 여행 일정을 걱정할 필요는 없다. 다만 3차 접종자가 아니면서 자카르타나 롬복 등 발리에서 장거리로 출발하는 여행을 한다면 매번 이동 수단(배 혹은 비행기) 등을 탈 때마다 지정 시간 내에 검사받은 코로나 음성 증명서를 받아 탑승해야 한다.
